It is not Henry Ayres or John Hart who were both Premiers of SA, and there is nothing in their bios about a notable devotion to rum. The bloke I'm looking for was multiple Premier of NSW, as mentioned above. In fact, he was premier of NSW the same number of times that Henry Ayres was of SA.

Even without that last clue, Google will give up the answer in a page or two!
