Definitely a token, you can clearly make out the arm and outline of the figure as in the attached photo. The writing on the otherside should identifiy it in a clearer photo, even only partial wording. The same figure was used on tokens from most states.

Second thoughts, that's a tough one to make out any of the writing. Might be easier in person.
