To combat the legginess try a light ballast and start low, slowly raising. You probably need add a little fan breeze once they get past the intial seed leaves and start to consolidate. Natures way of survival of the fittest.
Just fold up some old aluminum and insulate your connection for the lights, and for the fan I use a dc input desktop computer or dc fridge fan, wired to a mains dc convertor, can switch input to control fan speed. Airflow resistance will depend on what you have planted, and it doesnt need to be constant across 24 hours.
That way they will push to add proper sustained cellular growth (woody) to the sidewalls of the stem in favour of the stretch, and not stretch for the light source to far way with the concentrated output direction of the ballast. Need "darker" and "lighter" areas in your box.. Should solve the problem.
They go leggy as they rapidly add height to reach the light with the sidewall growth gets too accelerated, and as the bonds are weak they topple.
Increase the speed during hardening once they they leave the box and they will survive a hurricane.
