Tray bracket looks recent, no sign of rust or corrosion on the fracture. I hope for your sake they come to the party.
I think its been a while, the first photo shows the peice of chassis under the nut and washer its broken edge is grey , the shiny bit is the tray lug which has been bouncing up and down rubbing on chassis.

Just as well I dont work in forensics. :playful:

Tray mounts brake commonly, it beats me why they don't put a piece of flat steel 100mm long and the width of the chassis instead of a little flat washer under the nut as most are on the tip of the chassis like marksmans.
As soon as you lift a rear wheel the tray try's to hold the chassis flat and chassis are made to flex so all that pressure is only spread the size of that washer.

The white lug the bolt runs through could be remade with something wider and longer to spread the down force aswell as putting a flat bar washer under the nut for the up load.
Plenty of ways of doing it, had similar things happen on farm Ute's usually weld chassis back together and use plates, if your not keen on weld you could come off tow bar mount with heavy angle iron.

the first half of that last weld is full of porosity, should be ok though.

Porosity or void fraction is a measure of the void spaces in a material, and is a fraction of the volume of voids over the total volume, between 0 and 1, or as a percentage between 0% and 100%. Strictly speaking, some tests measure the "accessible void", the total amount of void space accessible from the surface.
