As kids we knew potato cakes as mock fish. Potato scallop is a potato fritter or potato cake in SA fish shops.
Manpa my mum made mock fish more times than I can remember, helped keep 10 kids at bay 😅 Nonetheless Mock Fish are a home made snack, Potato Cakes are bought from a Fish N Chip shop and Potato Scallops are a try hard event at mimicking Potato Cakes, nuff said 🍻😘

Do they do "fish bits" in Australian chippy's? They are basically all the bits of batter that fall off the fish during frying....As a kid we always asked for these when we got chips as they were a freebe...I ve been told they are banned from giving them away now, but I am not sure if that's true or not...

They don't do them in my local and have not heard of one that does.
They should sell them though. Thats the first bits I hunt for after opening the wrapped package. Crispy batter bits Mmmmm
 
POV from a crow eater (expat South Aussie).
“Potato scallop” was the term we used as kids for a slice of battered potato (we couldn’t always afford a piece of whatever was currently being sold as “butterfish”). Sometimes it was also called a “potato cake”.

As an aside. Anyone who batters and then deep-fries a real scallop, deserves to be tarred & feathered.
