That looks pretty old Sandta... maybe a good clean up may reveal some markings that might shed some light. Could be something hiding on that centre circle bit.
 
That bell looking thing looks older than WW 11 . Must be a reason for rectangular holes . Easier to drill or punch round holes .
 
It looks like the Letter M is sitting on a steering wheel. Could it have something to do with a particular type of long-gone car (for instance a Morgan or Morris etc), or perhaps some motoring club, association, or award?

Crop divider bar, John Deere, looks similar. No idea of the size of the item below.

Because the little bracket has a countersink on the back Id reckon its some sort of holding bracket or clamping part, particularly with the bead on one end so it clamps down and the ridges for grip.
