That would have been my first guess Manpa but my guess is

Vincent Lingiari

he was award the order on the On 7 June 1976 and worked as a stockman at Wave Hill Cattle Station
 
The stockman gave it away. This one is a who am I and what was I known for

I was born in Ireland and moved to New South Wales in the 1850's

You and a few ten thousand others (Victoria reached 75% Irish at one point in the 1850s)!
 
no but this person did do some mining in the Kimberly gold fields of Western Australia. I arrived in the Kimberly region in 1880's and set up home.
 
Darn! I took too long trying to work out if it was Patsy or his brother 'Stumpy' Michael...
