This is one version of a famous design that was used by sailors as a sort of lucky token. I have seen many versions of this piece, from several different European countries, in different sizes, materials, ages and quality.
It reads "Security from the storm" on the obverse, showing Jesus watching over sailors in rough seas. The opposite inscription simply refers to the patron saint George, shown in the popular "dragon-slayer" motif.
I can see some yellowish color on the high points, so this piece is silver gilding over brass or base metal (a.k.a. melchior). I would put the age between 1900 and 1950, based on the material, construction and overall design. Earlier versions, that would have actually been carried by sailors, were much smaller. Later versions would have been somewhat worse in the quality of the design.
