Which Are The "Friendliest" States To Fossick In On The East Coast ??

Personally I like the thought of Tassie (?)

Now I am going for a swing at a local beach before the weather deteriorates for the long weekend

Nar. Queensland. My kiwi mates tell me that anybody that wants to work are in Queensland. Thats why its so empty over there.

Overall Victoria. The exempted waterways IMO are a bit over the top in places but overall Victoria recognises the importance or popularity of the hobby + the tourism &/or potential tourism benefits. I think other Eastern states don't get it.
NSW might edge ahead of Qld & Tas due to good access to State Forests with permit.
My thoughts are based on "friendly" being publicly accessible areas/public land availability; fossicking friendly rules/regs & provided public facilities/infrastructure.
