Personally I like the thought of Tassie (?)

Now I am going for a swing at a local beach before the weather deteriorates :p for the long weekend :rolleyes:
 
Overall Victoria. The exempted waterways IMO are a bit over the top in places but overall Victoria recognises the importance or popularity of the hobby + the tourism &/or potential tourism benefits. I think other Eastern states don't get it.
NSW might edge ahead of Qld & Tas due to good access to State Forests with permit.
My thoughts are based on "friendly" being publicly accessible areas/public land availability; fossicking friendly rules/regs & provided public facilities/infrastructure.
