No, thats the handle of some sort from a precision instrument.(ha), mind you, it's hollow and says Tweco down one side and 14H-35/0.9mm down the other, so your guess is as good as mine numpty , but the hole through the middle is 0.9mm all the way !

I'm guessing it being in inches would put it back into the realm of free water but metered gas, but it could just be industrial from some big machine i suppose and I could be way off the mark altogether ! :/
