It is open to all companies, not just international ones. This is nothing new, they have been doing this for decades. Companies have to tender, guaranteeing that they will spend a certain amount of money on exploration, and the one that offers the most for the part of the area they want (as well as adequate expertise) gets to spend their money on it. The government has introduces a new 2.75% royalty on any gold produced that goes to the Victorian government, that is inexcapable, on top of normal Federal income tax on profits. Mining is around 60% of Australia's exports and directly employs 200,000 people, and provides $30 billion dollars per year in taxes and royalties to government. Damned if I know why we have these myths - it is not Google or Apple that can shift around where they supposedly earn their income because they are on line. There is just so much mythology about mining - without it our economy would collapse overnight - it is worth many times our total agricultural exports of all types.

We have foreign investment because we CANNOT raise the money in Australia for big projects - not even a small percentage of it.
This release has no relevance to prospectors.
