Or maybe that is how the press tried to squeeze another article out of a dead story - "held at a secret location" can mean they would not tell a reporter where it was at present. And of course they are used in industries other than mining. Not the same device, but irradiation of fruit and vegetables has been used in Australia and New Zealand for 20 years, hospitals use radioactive sources (the cause of deaths in Brazil). There is nothing magical about radiation - cyanide is just as invisible and dangerous if you get it on your dinner, or hydrofluoric acid if you spill it over yourself..I'd guess they're worried about anti-nuclear people trying to make it into an issue with demonstrations/protests.
