Further research shows tumblers were beaten silver where the bottom of the vessel was much heavier, where if it was tilted it would return to the upright position
 
Nailed it Pete. Round bottom and weighted to sit upright if the inebriated owner put it down roughly.
Worth a ton of $ if ya find an early example.
