Looks like that padlock at the end is a government-issued one from the 1800's (VR = Victoria regina):

It's amazing what turns up in the nearby vicinity to that pipeline. While I lived in Kal, I heard about a bloke who made an urgent comfort stop at one of the numerous laybys along the highway, hopped over the pipeline for some privacy and picked up a palm-sized tektite he spotted just lying on the surface!
