What is this? From the Mornington Peninsula

Hello everyone,
I recently went to the Mornington Peninsula, specifically Cairns Bay for some fossicking, and I came across this interesting rock. I took it home and sanded it, and I was convinced it was an agate, but it leaves a streak when I grind it on a brick. I thought agate had a hardness of 7, meaning it does not have a streak? Here are some photos of it, and note the agate-like eyes.

I would be absolutely thrilled if it is an agate as they are my favourite rock. Thanks everyone!
