A lot of the expense was to be on low cost, low quality accommodation for athletes, which would not normally pass council planning approval processes.
The local Geelong council was also to be imposed with costs out of ratepayers funds for "Their share of infrastructure costs for roads etc" to the point that they were unable to fund services like libraries without substantial increases in rates.
