As far as I'm concerned because a sluice does not have any moving parts it would not be considered as "mechanical"
Maybe it's just a play on words, but it may be a loop hole.

Sorry mate, no play on words. There's actually two concerning parts to the new legislation.
One specifically says sluices are to be banned, hence my reference to hi-bankers as a form of sluice.
As I recollect from what I read in the PMAV newsletter which Mark showed me, motorised equipment will also be banned.

Question 32. Can the holder of a Miners Right use motorised equipment to process gravel for minerals that has been excavated using hand held equipment and loaded into the processing equipment by hand?
Yes, however, significant land disturbance using these methods will not be permitted.
This clearly allows the current use of pumps to process gravel, probably ore crushers too.
Anyway, the new wording will ban anything "mechanical". The implications of this is whats worrying me. Remember, sluices will be banned separately.
In research I've done so far, "mechanical", In this instance can mean;-
1. of or pertaining to machinery or tools.
2. operated by machinery.
3. caused by or derived from machinery.
4. using machine parts only.
A bit broad I guess, but I'd say pretty much anything with moving parts covers it.
I really hope I'm wrong, but I guess we have to hope the bureaucrats make it real clean, otherwise there's always going to be problems.

To any Victorians that are interested in preserving what we've got left, or just want's to be kept informed, join the PMAV. If you have the time, attend a few meetings. You know the usual deal. Most of the heavy lifting is always left to a few of the workers, so I'm sure they could also do with some help if you have the time to commit.
