Old Convict Engraved Piece ?

Hey guys,
This was found on a colonial property.
It has the name CAP .H. WELMAN on it.
There was a captain Harvey Welman in Australia around 1828.
Someone has spent alot of time engraving it and looks to have been a good artist. You can see the detail in the work.
Could it have been made by a convict?
Any Idea's of what it may have been off?
It is just over 6cm wide,
Could it have been off an old Powder horn?

Congratulations, I love Australian history, that is an amazing find!
I have a mate here who found a cannon ball near the mouth of the Adelaide River, here in the NT. I actually found a pic of the cannon there and the colony that was there in the 1800s.
