I have got a silly question , have you been draining the oil and water out of the compressor tank every month or two ?
they have a drain screw underneath , i have seen people who forgot to do it and this causes the tank to be half filled with gunk leaving no room for air which in turn causes short storage / drained cycle times
as for the leak , yeah what the other guys said , repair the washer if you still have it
as for compressor size , i have had a 17 CFM , 240 volt 3 Hp compressor on my work truck for 15 years and it can run spray painting guns , 1/2" 700 ftlb rattle gun , die grinders , air arc gouging head , scabbler guns , air chisel and thats just what i use to prepare my lunch.

I hear ya , funny that the RSPCA would prosecute us for feeding it to the crows but when my ex tries to murder me nobody wants to know . Lol
