All is well (for now), there is still plenty of access to the normal areas around the bridge either side.
After looking at the fence i am wondering if the property owner bought the road (I understand that this is possible to do), there is no way i could see Sydney water paying for a fence that runs that far away from the river, though most of what we saw was the private property fenced off.
