It could be, very hard to tell and not all quartz has gold. It is just an indicator when volcanic flow was happening the silica was liquid, then cooled and hardened to form Quartz. Different stages and temperatures creates the different coloured quartz. If there are other elements in the liquid rock, then when that cools other minerals can be formed like Emerald, Ruby etc...
Gold is thought to travel within this liquid layer and slowly sticks to places and when cooled becomes the gold we look for. That is one theory.
Normally you will need in the area other rocks and stones such as Basalts, Gabbro, and Ironstone as example here in WA. On the east coast I am not sure what rocks are associated. Ironstone seems to be pretty common throughout the world as an indicator as well.
So in saying all the above, it probably is Quartz, does it contain any gold ! There is only one way to find out.
The sample does seem to show some nice size crystals as well. Take more photos in natural light and post them up.
