That's the collection tin and bag holder they throw the bits from the Gomco into.
After a week it is bagged and sold to fish and chip shops as Calamari. Or after 3 weeks it is bagged and sold to fish and chip shops as onion rings.

Ok i will tell you what it is, its a hog oiler. Fill the top with oil, the hog or pig rubs up against the vertical bar which releases oil from the barrel which coats the pig/hog protecting their skin from insect bites, sunburn, irritants etc, effectively what pigs do when they wallow in mud.
