Fishing Float or Fluid Level indicator ... unusual either way

Initially thought this was a gumnut with rings attached was a fishing float, it's actually cork. Thought it strange to find a fishing float in the middle of the goldfields miles away from any river/lake (found at Craigie, south of Maryborough).
Someone recalls something similar that was actually a fluid level indicator ...
Anyone able some light on this item and how it might have been used in the goldfields
