It is up to local council to ask which involves a process of public information, council vote/approval then lodging with the Resources Minister to be gazetted as a Fossicking District.
Getting some locals to write in to Council, & also any local tourist bodies or outdoors type shops is a big help, emphasising the benefits of fossicking both for local people (outdoors, health etc.) & the benefits of geo-tourism.

I live in a different state, but am aware of NAPFA through posts I've read on PA, I in part wrote my post hoping someone like yourself would mention them as I didn't feel it my place to tell New South Welshmen and Welshwomen how to suck eggs. It does sounds like a good project for any NAPFA members in northern NSW to embark upon though.
