So from what I can see there Bush, it just says that it is exempt from being "subject to a licence".

And guessing that is why it is in the Industry Related fields on GeoVic.

Possibly thinking that none of this new stuff relates to recreational prospectors at all?

That's my take on it too, or if it does indeed cover recreational prospectors, then that is by accident rather than the intention and needs to be corrected ASAP.
 
There is heeps & heeps of amendments in the Gazette effecting various zones.
Which is where the Bills are mean`t tobe presented in print.
The Mining registry I had a quick look there Section 7 but found nothing as yet.
I would really like to have a ``Big Spit`` about everything related to Land Rights & Government Departments but i would be Banned for Life or Deported even.;)
We all know what is going on there to sum degree.
Next will be the New Detectors with wifi tracking & Target identification feeded back to Big Brother...
I`m sort of wondering if changes to the existing acts is a result of all the show & tell & all the video presentations on gold & valuable Gems.
Unless the Tax System has changed Hobbies are tax exempt.
Big & little Brothers want their cut.

A further response, this time from the Creswick office has been received basically asking for further information.
In response, today I replied referencing OzGeology's you tube video and providing a screen shot of the contentious Ballarat S7 zone.
I am happy to have the matter dealt bottom up with by local office people who are responsible for actual policing not a departmental public servant. I am sure the local office would want contentious issues to be clarified for the benefit of their staff who have to deal with the public ie rangers.
As Oz Geology indicated the system of planning overlays is sometimes a nightmare to identify and interpret.
I have therefore provided the exact co-ordinates of a place within the Nerrina area covered by the S7 zone where I like to prospect. I hope that by asking a question to which a simple a simple yes or no answer can be given that answer would have to be relevant to places within any similarly identified S7 areas.
So here's hoping.

Nice one Hawkear as a Mayor i once met said keep churping someone will hear us eventually.
The Gazette site will not allow copy & paste to the exact Acts.
Anyone interested to probe further will need to search box. Mineral Resources (Sustainable Development) Acts. or Section 7.
Then open each PDF individually from the lists.
You`ll just have to go through each Act Amendments.
And the way i read it ```All Land Hatched is Exempt of a License.```
I`m done with it now & i don`t really won`t to overload PA`s external storage space.
