Not Mr Short or Alexander Green.Interesting fact though about Alexander Green,he hung two guys on the Goulburn Plains in November 1831 and these two men hung in chains until 1833 when Governor Bourke ordered them to be buried.The gallows were situated straight across the road from my house on Gallows Hill in Goulburn.
NEXT HINT.Penal colony was not far from Goulburn.

I will accept that answer Xcvator.Billy was the chief punisher at Towrang Stockade known as the Towrang Flogger but he was replaced between 1838 and 1841 by a guy named Black Francis known as the Goulburn Castigator.Black Francis was found murdered at Run'o Waters near Goulburn.Your turn mate. :Y:
