What am I, from initial discussion to completion I took 34 years.

Modifications took place just 14 years after my completion and took another 11 years to complete.

A workable agreement between three states was needed for me to come into being although only one state now is the controlling entity.

So this place actually took 59 years to finish ? 34 years to complete and then another 14 years later they started 11 years of modifications to get to the final result . Am i reading that right ?

34 years from discussion to completion, then 14 years later modifications were needed, they then took 11 years to complete. So you are correct in your calculations. Continual upgrades have taken place since then and continue to the present time.
