In National parks you have to have fires in supplied fire places where available, only camp in designated campgrounds and only detect in the permitted areas on the maps supplied by parks Victoria.
During summer the CFA will issue a TOTAL FIRE BAN on days which are high risk, other than that you can have a fire, but use common sense, they can smoulder for over a day and fire up again easily. Wind can carry embers to dry bush and start fires easily.
State forests you can basically camp wherever you want. When this website actually works it shows the dull green areas as state forest http://mapshare.maps.vic.gov.au/MapShareVic/index.html?viewer=MapShareVic.PublicSite&locale=en-AU
