It depends on who and how the account was disabled. There is an "account closed" option but the Admin is the only person who can change member rank, though Mod's can ban members hence the "banned" label.

Goldminer was banned about 12 months ago for the reason I mentioned above. As with all forums people come and go, some are great people and others not so much. It's the nature of the beast.
