What do they mean

I`m going through some old mining reports and they have a ranking system of either heritage inventory or heritage registered.

What does this all mean .please ? Can you go to an area with heritage inventory and detect ,but not on the mine site itself ?

I am still learning the rules and will ask questions like this.
