do i interpret that to mean they wont allow payment for gold with paypal or they just wont honour any claims made by unhappy buyers ?

Neither of those, as I understand it. This change removes any protection for Sellers.

PayPals protection has always been dubious anyway and I could never trust it.
I never send gold to people I don't know until the money is in my bank account and there is no way anyone including PayPal can access it.

Never leave money in your PayPal account. They can freeze it, deduct from it or do what they like with it at will and it can take you months if at all to sort it out.
