Late Night Dig:Please Help Identify (Metal Lion Pelt)?

Couldn't resist checking my local park again after the rain today, found about 30 cents in coins and a few bits and pieces but this is definitely my favourite thing I found.

It seems to be a representation of a lion pelt? does anyone know anything about this or its use (ashtray)? I don't know what metal it is but was wondering whether I should clean it up and what to use considering its fairly large.

Thats a great looking piece
Could start with just under the tap to get rid of the dirt
Maybe a little soap and light scrubbing brush
Looking forward to seeing in detail when its all clean up
