determining ownership of land

Attached is an arial view of the old Adelaide goal and the current police barracks, I doubt the nearby land has been detected before and I am considering flinging off a few emails to the goal and police barracks in relation to some nearby land, which I've highlighted in purple

Red is the barracks and blue is the goal, I'm not sure weather the goal is heritage listed as I remember reading somewhere there was a certain distance you had to be away from heritage listed places to detect

Is there anyway to find out who this land belongs too without having to pester anyone? I doubt the police or the goal will let me metal detect on their land, but if it's public property I'm well within my rights to detect?
 
Do your research but if you contact any bureaucracy don't mention your intention straight up ask for the permissible and non permissible activities within your search area. Give them the spin they'll give you in other words work them for information after all their the bureaucrats. If they say they don't have it detailed still don't tell them your intent just push harder and get it in writing. Not knowing the area your looking at but the detail you've given I'd bet it'll be a no go zone unfortunately. On the other hand if your an archaeologist your in with a chance maybe.
