Any Idea?

Found this a little while ago whilst out detecting and had forgot about it. I figured it looked like some sort of mine explosive or something but not sure.
I was going to dissect it (as you can see I peeled the paper off) but thought I would ask first as I would like to keep it in tact.

It does seem to have some powder packed inside it.

It is no taller than a cigarette lighter and about half the width of one. Sorry I should of put a coin next to it for reference.

It's only about 10cms tall by 8mm wide. Is that right for a flare?

At least now I can disect it without a worry about destroying something of value.

I had googles Orion Explosives and did see Orion Flares, but they didn't look anything like this one so that is why I asked.

Well at its size, it would not stay lit for long at all.
