Looks like brass or copper. Is quite heavy. Also has grooves inside like that would mark a bullet.
not sure what its a part of though.

I have seen something similar on the centre shaft of a leather hole punch. The circular holes took a spring loaded ball bearing and when the head rotated, the next position would snap into place.

Could be of similar purpose.
